The short answer

Can a UAE business hire developers in India?

Yes. Haqto provides dedicated development teams from Coimbatore, Tamil Nadu, India to businesses in the UAE. The engineers remain our employees; they work to your priorities, in your repository, under your cloud accounts.

We are not a UAE entity, we hold no trade licence there, and we do not place people on your premises. This is a remote team you direct, not a recruitment service and not a local supplier.

Why UAE businesses do this

Two reasons come up repeatedly, and only one of them is cost. The first is simply availability: specialist engineering roles are hard and slow to fill in the UAE, and a hire that takes four months to make is four months the product does not move. The second is structural. Mainland companies above a certain size carry Emiratisation obligations on their local headcount, which makes every new permanent seat a decision with more attached to it than salary — so a team that sits outside that headcount is a different kind of commitment. We are not advisers on how those rules apply to you, and you should take that question to your own counsel rather than to a supplier with an interest in the answer. What we can say is that the timezone makes this workable in a way it is not from most places: India is 1.5 hours ahead, the working weeks have matched since 2022, and a dedicated team overlaps your day almost completely rather than handing work over at the edges.

You know who is on the team before you commit, you interview them, and they do not rotate without your agreement.

The team works UAE hours. With a 1.5-hour difference and matching Monday-to-Friday weeks that costs nobody anything unusual.

Direct the work yourself, or we provide a lead who does. Both are common; the second suits teams without engineering management.

Monthly, not per ticket

A committed team for a committed period, not a queue you throw tasks at. Below roughly three months this model does not work well.

Exit without drama

Notice period, documentation handover, and nothing to extract because it is already in your accounts.

Where this does not fit

Where this is the wrong answer

This model fails in specific and predictable ways, and it is cheaper to say so now. It does not work for a few days of work a month — the overhead of context outweighs the output, and you want a project engagement instead. It does not work if you need people physically present in Dubai or Abu Dhabi, because we do not place staff on client premises and we will not subcontract someone to pretend we do. It does not satisfy a procurement requirement for a locally registered supplier or for local headcount, and we will tell you that in the first conversation rather than the fifth. And it does not work if what you actually need is an engineering manager: a dedicated team still requires somebody deciding what matters, and if nobody on your side can do that we can provide a lead, but somebody has to.

Questions

Questions about hiring a team in India

Do we need to sponsor visas or set up anything in India?

No. The engineers are our employees in India. You contract with Haqto for the team, not with individuals, so there is no sponsorship, no local entity and no employment obligation on your side.

Can we interview the developers first?

Yes, and we would encourage it. You should know who is going to be doing the work before you commit to a team. If someone is not right for you, we will propose someone else rather than insisting.

What hours does the team work?

Yours. India is 1.5 hours ahead of the UAE and both now work Monday to Friday, so aligning to UAE hours is a minor adjustment rather than a night shift. That matters — teams working genuinely antisocial hours do not stay.

Can the team scale up and down?

Up, reasonably quickly. Down, with notice, because these are permanent employees rather than contractors we can stand down at a week's notice. The notice period is in the contract and we would rather you knew it before signing than after.

Who owns what the team builds?

You do, on payment, with assignment in the contract. It is in your repository and your cloud accounts throughout, so ownership is a formality rather than a handover.

Is this cheaper than hiring in the UAE?

Usually, though we would rather you chose this for speed and availability than for the rate. Teams engaged purely on price tend to be managed purely on price, and that is not the working relationship that produces good software.

Does this help with Emiratisation requirements?

That is a question for your own legal and HR advisers, not for us — we have an obvious interest in the answer and no standing to give it. What we can tell you factually is that our engineers are employed in India and are not part of your UAE headcount.

What is the minimum engagement?

In practice around three months and at least one full-time engineer. Below that, the cost of context transfer outweighs what you get back, and a project engagement would serve you better. We will say so rather than taking the work.
