Haqto is a software development company based in Coimbatore, Tamil Nadu, India. We build websites, mobile apps, ecommerce platforms and custom software for businesses in the UAE, and we deliver remotely.
We have no office, no trade licence, no entity and no local agent in the UAE, and we will not imply otherwise. What we do have is a working day that overlaps yours almost completely, and a delivery model written down before anything starts.
The market
What is different about building for the UAE
The UAE is the most digitally mature market in the Gulf, and that raises the floor rather than the ceiling — a product that would pass in a less developed market gets compared here against well-funded regional platforms that users already have installed. Three things shape almost every build. First, the audience is genuinely bilingual and genuinely multinational, so Arabic and English are both first-class and neither is an afterthought bolted on at the end. Second, iOS holds a far larger share of the UAE market than it does in India, so the Android-first sequencing that makes sense for an Indian consumer product is usually wrong here and platform parity has to be planned from the start rather than retrofitted. Third, where your entity sits — mainland, or inside a free zone such as DIFC, ADGM, DMCC or Dubai Internet City — changes which data protection regime you answer to, and that is an architecture decision, not a legal footnote.

Regulation worth knowing before architecture
At federal level the UAE's Personal Data Protection Law, issued as Federal Decree-Law 45 of 2021, sets the general framework. The financial free zones sit outside it with regimes of their own: DIFC has its own Data Protection Law and ADGM its own Data Protection Regulations, both closer in shape to European practice. So two UAE companies can owe genuinely different obligations depending on where they are licensed. We are not a law firm and do not advise on which applies to you — but we do need the answer before we design storage, logging and transfer, because moving that decision later is expensive.

India is 1.5 hours ahead of the UAE and neither country changes its clocks, so the gap is fixed all year. Our 9:30am is your 8:00am. Since the UAE moved to a Monday-to-Friday week in 2022, the working weeks line up completely — which makes this the easiest market in the Gulf for us to serve, and the reason we are honest that Saudi Arabia and Qatar are harder. Meetings and technical documentation are in English. Your repository is yours from the first commit and IP transfers on payment.

Questions about working with us in UAE
Does Haqto have an office in the UAE?
No. Our only office is in Coimbatore, Tamil Nadu, India. We have no UAE trade licence, entity, branch or local agent, and we serve UAE clients remotely. Any directory listing suggesting otherwise did not come from us.
Can an Indian company legally build software for a UAE business?
Yes. Contracting with an offshore supplier for software development is ordinary commercial practice and does not by itself require a UAE licence. What does require care is anything involving a regulated activity, a government tender that mandates a locally registered supplier, or data that must stay inside a particular jurisdiction — tell us early if any of those apply.
Which emirates do you work with?
All of them, remotely. In practice most enquiries come from Dubai, Abu Dhabi and Sharjah, and we have written separate pages for each because the buyers, sectors and budgets genuinely differ. The smaller emirates are served the same way; there is simply less to say that is specific to them.
Do you build in Arabic as well as English?
Yes. Right-to-left support affects navigation, alignment, forms, typography and layout across an entire product, so it is decided at architecture stage rather than added after the English version is finished. Our own project communication and technical documentation are in English.
How does the UAE's data protection law affect the build?
It depends where you are licensed. Federal Decree-Law 45 of 2021 applies generally, while DIFC and ADGM have their own regimes. We are not legal advisers — give us the obligations your counsel identifies and we build to them, including deploying to a specific region where residency is required.
What does the time difference mean day to day?
India is 1.5 hours ahead and the working weeks now match, so there is effectively no scheduling constraint. Calls happen when convenient rather than inside a negotiated window.
Who owns the source code?
You do, on payment, with assignment written into the contract. Work happens in your repository under your cloud accounts from the first commit, so there is nothing to hand over at the end because you already have it.
